Shared Housing Program Manager
Job Description:

The Shared Housing Program Manager supports our system and community in resolving housing crises by coordinating access to shared housing options through strategic partnerships with property owners and clients. This role ensures development and execution of the Shared Housing Program processes, fosters landlord relationships across market-rate and subsidized housing, and collaborates systemwide to remove barriers and promote long-term stability for clients entering Shared Housing units. Success in this role requires strong project management, communication, and a deep commitment to equity and housing solutions for the most vulnerable.

MINIMUM QUALIFICATIONS
- Alignment with the organization's mission and values.
- Minimum 1-2 years of experience locating housing for households experiencing homelessness or other disadvantaged populations, AND/OR
- Minimum 1-2 years of experience working with individuals who have lived experience with homelessness and/or housing instability.
- 1-3 years in process or project management preferred
- Experience in conflict resolution preferred.
- Experience working in a quasi-government or system-level not-for-profit organization preferred.
- Knowledge and skills in building relationships, identifying accessible permanent housing units, working with the public, and marketing a program or housing.
- Knowledge and skills related to Fair Housing legislation, affordable housing guidelines, and funding sources, and local rental market preferred.

KEY RESPONSIBILITIES
Housing Partnership Development and Management
- Lead planning efforts with partner agencies and key stakeholders to ensure a collaborative, coordinated approach to engaging housing owners and property managers.
- Identify, market to, and recruit prospective housing partners—including private landlords and entities managing subsidized and unsubsidized properties—through targeted outreach, advertising campaigns, and partnerships with landlord associations and related networks.
- Develop landlord recruitment materials and promotional content that highlight partnership benefits and support resources, including brochures, social media posts, and email campaigns.
- Establish and maintain formal agreements with select landlord partners, outlining shared commitments and responsibilities among CSB, property owners, and applicable programs.
- Provide responsive support to landlords to resolve issues in coordination with program staff and represent CSB in resolving complaints and concerns raised by current or prospective housing partners.
- Support the Community Housing Manager in maintaining a comprehensive electronic database of rental property partners, capturing unit details, screening criteria, locations, and proximity to essential amenities.
Client Engagement and Support
- Oversee and monitor key Shared Housing Program processes to ensure integrity and compliance with departmental goals, including client move-ins and transfers, landlord onboarding, monthly household check-ins, inspections as necessary, and related reporting.
- Support the management and coordination of the Shared Housing Program with internal departments and external stakeholders, including property owners and social service providers.
- Ensure landlord and partner compliance with program policies, standard operating procedures, and applicable HUD regulations.
- Serve as a point of contact for resolving non-routine issues involving program participants and landlords.
- Investigate and resolve complaints from applicants, clients, and landlords in a timely and appropriate manner.
Roommate Matching Program Development and Administration
- Research best practices for Shared Housing initiatives
- Develop tools to support and implement Shared Housing initiatives
- Implement roommate matching programs for system and community use
- Lead system education sessions for partners and community support members
- Maintain and develop reports and data to show outcomes with successes and challenges
- Identify gaps in Shared Housing initiatives and potential sources for support
Departmental Leadership and Coordination
- Lead provider and client-level shared housing meetings by preparing agendas, producing summary and action notes, and coordinating scheduling and logistics in alignment with CSB standards.
- Monitor, develop, and implement standard operating procedures to enhance client satisfaction and staff productivity within the Housing Department.
- Collaborate with the Deputy Chief, Housing + Data Systems, Associate Housing Director, and others to develop and implement short- and long-term departmental plans, including the creation of policies and procedures that support the Housing Department workplan.
Problem Solving and Program Improvement
- Conduct moderately complex problem-solving and analysis to support effective program administration.
- Recommend and implement strategies to enhance productivity, improve efficiency, reduce costs, and adopt innovative and state-of-the-art practices.
- Stay informed of current trends, evidence-based models, and promising practices related to serving individuals and families at risk of or experiencing homelessness.
Documentation and Compliance
- Maintain complete and accurate files, records, and documentation in accordance with administrative protocols, program procedures, and funder requirements.
- Develop and regularly update Desktop Procedures for the position, reviewing them quarterly to ensure accuracy and relevance.
Other Functions
- Actively participate in Housing Department and all-staff meetings and trainings.
- Represent CSB in community coalitions, task forces, and other advocacy or leadership activities, as requested.
- Collaborate effectively with internal CSB staff to produce timely and high-quality work products.
- Perform other duties and special projects as assigned.
